[PR] test(audit): pin the audit operation vocabulary [rocketmq-dashboard]

   ### What
   
   OperationAuditConstants is the vocabulary the audit trail is written in. It had no test. This pins: every operation and resource-type constant equals its own name (the catalog is its own wire format - a renamed constant silently orphans audit history), and the result vocabulary is exactly SUCCESS and FAILED.
   
   ### Verification
   
   - New tests on unmodified code: **3/3 green**, checkstyle clean.
   - Discriminating mutation: one operation constant's value drifted from its name (red).
   - Restored: green. Test-only change; no product code touched.
