Producing a pom.xml with resolved versions

All,

I would like to generate a pom.xml that contains resolved versions of all
dependencies without having to use the "release" plugin (which generates the
release-pom.xml).  We can't use the release plugin due to issues with our
development process.

Is there any way to do this?
