The DataNode gained the use of the "Reconfigurable" code in HDFS-6727.  The purpose of this jira is to also use the Reconfigurable code in the Namenode.

Use cases:
* Take the variety of refresh-something-in-the-namenode RPCs and bring them all under one roof
* Allow for future reconfiguration of parameters, and parameters that plugins might make use of
