Now I'm getting this:

Alright I figured out my redeliver problem but am running into another
problem.

I'm not sure why my connection is closed.  I have 5 concurrent consumers
and a max of 20 pooled connections.

Actually now it appears my messages are not being redelivered at all.
I have it configured for number of redeliveries etc on the
org.apache.activemq.ra.ActiveMQManagedConnectionFactory.

What should I check to get it working?

The BrokerFactoryBean creates a BrokerService; redelivery policy is a
client side thing so its configured on the ActiveMQConnectionFactory -
so its got nothing to do with how you create/configure/run the broker
