A `excludeSerializersInCheckpoints` setting should be added to the configuration.

Composite serializers that write the nested serializers into checkpoints can then respect this setting when writing their configuration snapshots. Currently, the functionality is already in there for the composite serializers, but the flag is right now hardcoded to `false` because there is not config for the behaviour yet.
