Velocity global template variables

I want define my own template for the tab-like navigation bar that is
set in the default jetspeed installation.  What I want do is use the
jetspeed/WEB-INF/templates/vm/controls/html/jetspeed-tab.vm template as
a starting point.  This file contains variables like "$data", "tabs",
"$skin", etc... Where are these variables defined?  How do I know what
variables are available to me for use in the template?
