Federations rework blueprint

Hey all, I've opened a blueprint PR (
https://github.com/apache/trafficcontrol/pull/6281) for reworking the
Federations API and UI. It's primarily aimed at simplifying the concept and
reducing the complex web of APIs currently necessary to navigate one's way
through managing Federations.
