Add datetime fields support in DIO Sqlite interface

Sqlite's DIO interface lacked the makeDBFieldValue method to proper 
handling of date-time field value, as done for Mysql and Oracle. This 
method has been added, even though not thoroughly tested. Also the 
method 'quote' has been added to allow correct escaping of the quote (') 
character, as Sqlite expects it to be doubled ('') when it appears in a 
field value. This new version of dio_Sqlite.tcl is on its way into 
trunk.
