I copied both the

Resource name="UserDatabase" auth="Container"
...

and
<Realm className="org.apache.catalina.realm.UserDatabaseRealm"
             resourceName="UserDatabase"/>

entries and renamed them, i.e. added a new UserDatabaseRealm entry.

Afterwards manager application would no longer accept the tomcat user (which is
manager role). After deleting the new entries, the tomcat user is accepted again.
