   ### Motivation
   
   - Jenkinsfile  is no more used in CI env, it contains Maven refs so it is better to remove it
   - Groovy Jenkins DSL scripts are no more used, they were replaced by GitHub actions
   - TravisCI is no more used for PR validation and post-merge branch validation
   
   ### Changes
   
   - Deleted `Jenkinsfile` file
   - Deleted `.test-infra/jenkins` directory
   - Removed all travis references (also the fake shield on the main README.md) - I'd like to replace it but I need help
   - Updated website pages about precommit
