assign custom public IP address to a network

Is it possible to assign a specific public ip address to a guest network with VR from the default network offering?

Looking at the API doc at http://cloudstack.apache.org/docs/api/apidocs-4.2/root_admin/associateIpAddress.html, does not look like its possible
to manually specify an IP.

Someone else might have a better answer.
