@rnewson what do you think. Put Expires + Max-Age in the cookie by default? Then to deal with the exiting pre-2.3.0 endpoints or if expires not found use the default value with a fudge factor (so say 550 sec). Not as good as the hard_expires but better what what we have now? And of course, expiring auth failure trigger refresh just like they do now.
