I am not able to create new thread pools, the idea is to create new thread pool
and allocate specific thread pool to each Servlet I have created.

Its becoming critical for us now, if Tomcat does not support then we need to
look for alternate product as performance is the main issues. Resources need to
be allocated for just that service.

This feature doesn't exist and certainly would never be added to any 4.1.x or
5.5.x version.
Frankly, I doubt it would be added to any version.
Depending on what your requirement is (rather than the thread pool solution you
have selected) there may well be other ways to meet the requirement
configuration and/or a little coding on your part.
The users list is the best place to get such advice but you will need to
explain your underlying requirement.
