   This PR is for fixing an issue with CI. The issue is that we always mount the host machine `.tvm_test_data` directory to docker image to reuse the downloaded files in `${HOME}/.tvm_test_data` on the host machine. This will result in CI breakage when a file is cached but has changed recently. 
   An example of that is the mobilenet model which changed recently:
