[DISCUSS] Enable Explicit Stack Service Inheritance (AMBARI-7175)

Please review the Jira titled "Enable Explicit Stack Service Inheritance" -
AMBARI-7175 [https://issues.apache.org/jira/browse/AMBARI-7124].

We are proposing to allow explicit extension of services from other stacks
not in the current stacks hierarchy.  This will allow new stack developers
to easily reuse services defined in other stacks.  This functionality will
be used by the Common Services feature proposed in AMBARI-7201 [
https://issues.apache.org/jira/browse/AMBARI-7201].
