Problem comes from URL notation for property "maven.repo.remote"
assuming RFC http://www.w3.org/Addressing/rfc1738.txt, file protocol URL should have syntax
file://<host>/<path>
where <host> can be "localhost" string or empty string for local machine.
when using maven.repo.remote=file:///myrepository
maven fails loading dependencies because DependencyVerifier does a string replace "//" to "/" and supports only http protocol.
when using maven.repo.remote=file:/myrepository
on my host (windows 2000) maven works fine (dependencies and convert-snapshots), but this URL has a bad format regarding RFC.

On remote repository I've got this files :
configuration-20031021.131312.jar
configuration-SNAPSHOT.jar
configuration-snapshot-version ("20031021.131312")
When I use convert-snapshot goal, Maven doesn't convert any snaphot to dateTime version :
