Taskbar not avaiable?

why the taskbar does not work? How can I fix it?

2. I want taskbar (the same dojo Taskbar). How can I do It?

We had the taskbar implemented in the initial prototypes. I think its  
support has fallen off, so it would require some contributions to get  
it back and working again
