    AVRO-2004: fix IPC charts for stats

    Currently no charts are being drawn for IPC stats. The reason is that the required CSS and Javascript files are not included in the IPC final jar.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/kdombeck/avro AVRO-2004

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/avro/pull/202.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
