Have you tried a newer JDK?  ie. 1.3.x or 1.4.x?  If you do, make sure that
the newer JDK is in the system path before the older JDK.

Actually after further investigation the program is installed and running as
a windows service.
(my first time using tomcat). What is weird now is that it isn't listening
on a port but does appear
to be running (saw in task manager and in service window). For the hell of
it I tried the following command.

C:\Program Files\Apache Group\Tomcat 4.1\bin>shutdown
Using CATALINA_BASE:   ..
Using CATALINA_HOME:   ..
Using CATALINA_TMPDIR: ..\temp
Using JAVA_HOME:       c:\jdk1.2.2
Bootstrap: Class loader creation threw exception
java.lang.IllegalMonitorStateException: current thread not owner
C:\Program Files\Apache Group\Tomcat 4.1\bin>shutdown

I am logged in as the administrator. I set it up to run on 8080 (default)
but it still
doesn't seem to be working properly. Idea's?
