That error text should be exposed in https://github.com/apache/sling-org-apache-sling-installer-provider-installhook/blob/4a5f5812003262b7ac7687bcaadc96bc094dec2d/src/main/java/org/apache/sling/installer/provider/installhook/OsgiInstallerHook.java#L266 as well to ease debugging.
