disabling Theme editing

Hi,
  It's there in the user guide that theme editing can be disabled. But how
do I do it? I want all the users to share the same theme and remove the
tab-"design" from the roller.

On the Server Admin page there is an option in the Theme Settings
section for Allow Custom Themes. Un-check it, save and that should do
it.
