   ## Description
   
   Jenkins main build (e.g. build 1143) fails only on:
   
   ```
   hop-tech-neo4j: ErrorPathCypherIT
   ContainerLaunchException: Container startup failed for image neo4j:5.26
   ...
   TimeoutException (WaitAllStrategy after ~205s)
   ```
   
   All other modules succeed. Docker is available (`disabledWithoutDocker = true` did not skip), but Neo4j never becomes ready within the Testcontainers wait window.
   
   Unit coverage of the Neo4j 5 error-path Cypher already exists in `HopNeo4jPerspectiveTest`; this IT is the only real-server check.
   
   ## Expected
   
   Main / release builds should not fail solely because the Neo4j container is slow or cannot start on the agent. Prefer: longer/CI-friendly startup (memory limits), and abort/skip the IT if the container still cannot start rather than hard-failing `failsafe:verify`.
