It is suggested to do a small refactoring for *org.apache.ignite.internal.pagememory.persistence.PageHeader* and related code.

Suggested:
# Move constants/code related to the page header to PageHeader.
# Make some small renaming of methods so that their names are consistent with neighboring ones.
# Slightly improve documentation for methods where necessary.
# Add simple tests.
