Fwd: Project Culture and Commit Rights

A "letting you know what is going on" message - not that anything is 
actually "going on" yet other than discussion ...

There is a discussion going on on the list dev@community.a.o about 
managing access to the source.  Key is to split the technical (ACL 
management and implementation) from social (community norms and the PMC 
responsibilties)
