Steps to repro
---------------------
1-prepare a CS setup
2-set GP custom.diskoffering.size.max/min to some value
3-restart MS
4-deploy a vm and stop
5-create custom CO say co1
6-change CO of vm to co1 and provide values for #cpu cpuspeed. memory.
7-make sure memory value in custom co1 is more that GP custom.diskoffering.size.max
Expected
------------
change CO should fail because of GP custom.diskoffering.size.max
Actual
---------
change CO is not considering GP custom.diskoffering.size.max
