[PR] fix(lite-topic): render LiteTopic instants in the shared UTC formatter [rocketmq-dashboard]

   @lizhimins Supersedes #5237 (stale-bot closed, not a maintainer decision; the sibling #5332 was also bot-closed without landing, so the gap is still open on `rocketmq-studio`). Branch merged onto the current base — the two instants now render through the shared UTC-based formatter instead of the local-time one, consistent with the rest of the console.
   
   #5332 was the same two-line fix; with that copy closed, this is the remaining path. `LiteTopic.test.tsx` is green on this branch (which also carries today's #6144 changes to the same file — merged cleanly).
