For a related problem, see
http://nagoya.apache.org/bugzilla/show_bug.cgi?id=4610 which shows a number
of Xalan test cases that have extra 13's in them when switching to Xerces
2.0.0beta3.  We still need to do more investigation to figure out exactly
where the change is.
