[PR] Propogate overridable_txn_vars dependencies [trafficserver]

JosiahWI opened a new pull request, #10709:

   This uses an INTERFACE target to propogate the overridable_txn_vars dependencies properly. This should fix some potential include issues, for example for #10702.
