I am working on ${ROOT}/build.xml to compile a beta release of the XML 
Enc implementation from the main java source tree (will check build.xml 
in later today). The encryption stuff, is pretty much isolated from the 
signature stuff anyway. Also, I want to get rid of the encrypiton 
libraries (done it already) and use the signature stuff. I guess now is 
a good time to move the enc source into the main brainch.

Any issues?
