I believe this would be the result of the same issue causing problems with delete user etc previously, an NPE when looking up the JMX username, and thus was fixed by QPID-1469. 

The reason it would appear successful is that the data is cached and would get modified before the error occured, but the NPE would have stopped the file being written so the change wouldnt have been persistent.
