Tapestry Palette plugin update

Hi,
   With Geoff Longman's help I've been able to update the Tapestry 
Palette plugin. It's much more robust and has much cooler drag and drop 
and a custom property sheet for inspecting components from the template 
editor without opening or switching to the specification editor
