This patch significantly improves the TLD documentation for the basic h: and f: tag libraries.

Major revisions:  Every element and every attribute is documented.

Deprecated HTML 4.01 tags are documented.

Every attribute has its type specified, if it varies from the default of "static or value binding EL".

Change UIParameter value attribute to required per spec.
