Per User quotas are a hard because we only support ACLs, so being able to associate it with an owner is difficult.  Perhaps the best thing to do is to limit the total blob store size, and the size of individual items.  But also keep track of metrics on how frequently a blob store entry is used, any by whom.  That way the cluster owner can know what unused items to that can be deleted.
