   As pointed out on the issue, I think it's a bug in pulsar command. It doesn't respect what user set to PULSAR_EXTRA_OPTS.
   
   Usage says,
   ```
   PULSAR_EXTRA_OPTS             Extra options to be passed to the jvm
   ```
   but it is completely overwritten by pulsar_env.sh.
   
   If we are going to resolve the issue with this change, we should remove the line from the usage.
