2.1 execution of plugins

I started testing many of our standard plugins and we have more then  
a few problems. So don't be alarmed if you bootstrap and try to run  
things like the release plugin, or the site plugin because they won't  
work. I'm making a compatibility layer and tracking down problems  
this weekend to stabilize in an attempt for a release soon. Not  
looking like next week is going to be feasible given these problems  
and doxia and m-a are not released yet.

I have 4 machines going, I'm not trying to intentionally break the  
build the for people. The last one was a problem. I did a normal  
build, not a bootstrap, and some old binaries got pulled down and  
made a distribution with things that worked previously. And I  
honestly walked away while stuff was running on the other machines. I  
am not trying to waste people's time, I'm trying to make  
comprehensible and explainable which is the goal of my current work  
and haven't even attempted to add any new features. All I'm doing is  
grunt work.

Hell, I'd settle for being able to bootstrap at all.

It's really not cool to respond that CI is broken and not respond at  
all to someone saying the build breaks on their machine...without  
even taking more time trying to replicate their results. This has put  
a HUGE crimp in my own plans for today, I can tell you.
