Hi [~sunilg]/[~asuresh]

This one is necessarily related to YARN-7522, that I want to point out.
In YARN-7522, it adds a {{AllocationTagsManager}} which stores allocation tags to nodes mapping, similarly I assume this one will store node-attributes to nodes mapping. So instead of creating a brand new in-memory mapping, can we consolidate them into one and store them into a same store? So they can share same logic to update, lookup and recover.
