[cli] new command line interface library...

I recently needed to write some java applications with some command line
argument processing. After following the old thread here on this, werken.opt
and CLI from Avalon/Excalibur were two contenders. I found them both pretty
similar and ended up choosing the werken.opt and making a couple of minor
tweeks.

With bob's full permission I've moved this into the sandbox, used the
current build process, attached ASF licences etc. There's a bunch of JUnit
tests etc.
