add new zookeeper observer

Hi

I want to add one observer to the Zookeeper ensemble, I started adding one
server as follower then I transformed it to observer as described in 
documentaion <https://wiki.apache.org/hadoop/ZooKeeper/Observers>  

My question is about: shoud I add this line
server.1:localhost:2181:3181:observer in all other nodes including Zookeeper
clients or only in nodes as followers.
