I have a module that publishes an artifact of type tar, but when I browse to it in Archiva, the tar file is not available for download 

For a given artifact:
  <groupId>rhinestone</groupId>
  <artifactId>rhinestone-package</artifactId>
  <packaging>tar</packaging>
  <version>1.0</version>

In the directory there does exist a file of compatible layout, rhinestone-package-1.0.tar
