Ozone is approved to become a separated Apache project which requires separated repository for ozone.apache.org.

At the beginning Ozone site was developed in https://github.com/apache/ozone-site but after a while it was moved to https://github.com/apache/hadoop-site/tree/asf-site/ozone

Under this jira:

1. the original repository will be cleaned up
2. the latest ozone site from the hadoop-site repository will be moved back to the separated repository 
3. hadoop-site can be updated to have a link to the new site (but keeping old content to make all the old links workable)
4. .asf.yaml will be added

As it require multiple technical commits but doesn't introduce new changes, PRs may not be created for each commits.
