Problem installing Apache SOAP on orion

Hello

I have installed orion 1.5.2 on a machine for testing purposes with windows 98. I deployed APACHE-SOAP on it but even when the server console saids the application was deployed fine I receive an Internal Server Error 500 when I try to access the site.
Any idea?
Thanks in advance
Otto
