I'm going to mark this resolved: when I look at recent builds on both the master (https://jenkins.thetaphi.de/job/Lucene-Solr-master-Windows) and 7.x (https://jenkins.thetaphi.de/job/Lucene-Solr-7.x-Windows/) branches, there are no more failing Lucene tests because of files/dirs that couldn't get removed while it was systematic before.

So it looks like Windows search was indeed the culprit. Thanks Uwe!
