I think I already have a PR in the works for this that I never got finished #9348 . I think one of the fundamental issues here is that there's a bunch of conversions going on that aren't properly documented. In the interim we probably need a quick fix, but in the long term it would make sense to either refactor this properly or document why this filter conversion logic has to be so complex.
