I have gone through the issue as reported and found no problem with the described test case.  With ozone deployed through docker-compose in single and 3 datanode setup - no problem with CRUD for buckets see attached log:

[^awsBucketCRUDhttp.log]

eg.
{code:java}
 aws s3api --endpoint http://localhost:9878 create-bucket --bucket bucket1
'{
    "Location": "http://localhost:9878/bucket1"
}'{code}
Does this issue need to remain open?  Issue resolved?
