[Bug 59715] Getting ClassCircularityError on using javaagent in
Catalina.bat and application is using custom SecurityManager.

Tomcat 7.0.26 is pretty old (more than 4 years old).
Can you test your scenario with the most recent Tomcat 7 version (7.0.69)?
