For the moment Proxy Services does not support engaging only WS-Addressing on it. You can engage WS-Security and WS-RM in both these cases Addressing automatically gets engaged, but the configuration does not support engaging only WS-Addressing.
Should fix this for the next release.

Resolution: Fixed
The feature has been implemented on the trunk. We can now use the <enableAddressing/> element to engage addressing on a proxy. I just updated the synapse config language guide on this.
