[server] Advance historical WAL retention with lake progress

Historical replicas do not take KV snapshots, so their WAL retention
boundary remains at the initialization offset. Advance it with committed
lake progress for both leaders and followers, allowing eligible uploaded
segments to be reclaimed while retaining the WAL needed for recovery.

Add regression coverage for segment cleanup, upload and lake boundaries,
ordinary KV partitions, and repeated/stale notifications on both roles.

Fixes #4486.
