Crawling sites with Encoded URLs

Hi
  I have been trying to crawl sites with url encoded. But am trying to escape characters in crawl-urlfilter.txt.
  For some reason, does not seem to be working... One solution is to extend the crawler, .. if there are any other options ? :) Please let me know..
