Gee... a website rebuild has broken Jelly's website where all 
project-info and project-reports links are actually hidden... that needs 
to be touched in not too long!

In any case, the jira page for Jelly is:
    http://jakarta.apache.org/commons/jelly/
I think anyone can create an account.
