oh, I found what is happening:
`mvn site` with Maven 3 runs the default bindings (`site:site`) then additional goals from `pom.xml` (`antrun` here)

with Maven 4, it runs them in opposite order: `antrun` first, which fails (because it expects results from `site`) = why the site bindings don't run

seems I'll have to open a new bug report for Maven 4, for a new small edge case

(I suppose we'll have the same with `clean` lifecycle, need also to check with default lifecycle, to be complete)

   diving into why:
   IT execution of `mvn site scm-publish:publish-scm` https://github.com/apache/maven-scm-publish-plugin/blob/master/src/it/publish-scm/invoker.properties
does not execute `site:site`nor `antrun:run` bound to `site` lifecycle phase

if I configure the build to not use the `site` phase, but explicitely run goals: `mvn site:site antrun:run@ln scm-publish:publish-scm`
   it's ok

Maven 4.0.0 seems to have dropped `site` lifecycle??? why???

Maven 4 for sure did not drop site lifecycle. Am not at desk, so unsure about details, but this one is for sure not done in mvn 4.
